Ashadeepa Scheme

The Karnataka State Government in its budget 2017-18 has announced “Ashadeepa Scheme” to encourage private sector industries / companies to provide employment opportunity to the persons belonging to SC & ST categories so as to ensure social justice.

  • Under the scheme, the reimbursement of the employers contribution of ESI & PF pertaining to SC & ST category of employees for a period of 2 years from date of first appointment and incase of appointment on contract basis for a period of 1 year.
  • During the year 2017-18 a budget of Rs.40.00 crores, 2018-19 3.24 crore budget has been released. During the 2019-20 a budget of Rs.4.33 crore has been allocated for implementation of the scheme.
  • For effective implementation of the scheme Karnataka State Workers Welfare and Social Security( Ashadeepa Scheme) Society has been registered under Karnataka Society Registration Act, 1960.
  • Since the similar scheme has already been existing, it is proposed to make the scheme more attractive and popular and the same has been revised.
  • As per the revised the scheme, the incentive to be paid to the apprentice trainee appointed as per Apprentice Act, will be paid by the State Government for a limited period pertaining to SC & ST categories. Under the scheme, the allowances to be paid to Short Term and Full Term Apprentice Trainees will partly be paid by the State Government.
  • If the employer recruits the SC & ST categories candidates after completion of apprentice training, part of the monthly payment will be reimbursement by the State Government. The intention is to encourage the private sector employers to recruit SC & ST categories of candidates.
  • The implementation of the scheme is at initial stage, a separate portal is being developed with the co-operation of NIC. Action will be taken to create vast awareness programmes after due consultation with the concerned participating departments and other associations, to implement the scheme.
